The City of Kingston is officially inviting sealed construction bids for the upcoming resurfacing project along Ladd Landing Boulevard in Kingston, Tennessee. Bids will be received at 900 Waterford Place, Kingston, TN 37763, and must be submitted no later than 2:00 PM EST on Tuesday, June 24, 2025. All bids will be publicly opened and read aloud at that time.
Project Overview
This important transportation project involves:

Cold planing (removal of the existing pavement surface),

Roadway paving in full accordance with the construction plans, and

Pavement striping as included in the approved specifications.
The resurfacing will cover the stretch of Ladd Landing Boulevard from North Kentucky Street to High Point Orchard Road, totaling 1.62 miles in project length.
Contractor Requirements
Prospective bidders must be prequalified with the Tennessee Department of Transportation, as outlined in Section 54-5-117 of the Tennessee Code Annotated and Transportation Rule 1680-5-3. Prequalification is mandatory before any proposals will be considered.
Disadvantaged Business Enterprise (DBE) Goal
An 8.2% Disadvantaged Business Enterprise (DBE) participation goal has been established for this project. This goal must be met or exceeded as a condition of bid acceptance.
